Barbara Packales Vinal has been an educator since 1980  in both public and private education. She holds a Bachelor’s degree in Music Education from the University of Massachusetts, Lowell and a Master’s degree in Educational Technology from Lesley University in Cambridge, MA. She holds certification from the Carolina Online Teacher program through the LearnNC online learning division of the University of North Carolina.

She has worked for the ME Dept. of Education on the Learning Results Review Committee to establish state standards in the Visual and Performing Arts. She has presented numerous workshop sessions at both the state and national level for the NC Dept. of Instruction, NCTIES and NAfME: The National Association for Music Education and affiliates in the areas of assessment and technology.

Mrs. Vinal is an independent educational consultant and a Professor of online technology courses for the New England Institute for Teacher Education.
